The Petition
We, the undersigned, call upon the Gallatin County Attorney, the Montana Attorney General, and relevant federal authorities to conduct an immediate, independent investigation into the financial practices, governance structures, and institutional conduct of Petra Bible Church in Bozeman, Montana. Multiple firsthand accounts and documented evidence have raised serious concerns regarding financial opacity, undisclosed international wire transfers, coercive membership practices, and organizational activities inconsistent with the stated mission of a 501(c)(3) religious nonprofit.
The evidence compiled by the Montana Faith Accountability Project includes survivor testimonies documenting multi-tiered membership hazing protocols, financial records showing unexplained payments to shell entities in Venezuela, photographic evidence of a 340,000-dollar trampoline procurement program with no documented public benefit, and connections to individuals and entities named in publicly released federal investigation documents. These are not allegations made lightly. They are the product of months of rigorous, evidence-based investigation conducted by credentialed professionals.
We believe that every community member, regardless of faith affiliation, has a right to know whether institutions operating in their community are conducting themselves with integrity. We call for full transparency, full accountability, and a formal public accounting of the activities described in the MFAP investigation.
What We Are Demanding
Five concrete actions that would demonstrate genuine accountability.
Independent Financial Audit
A complete, independent forensic audit of Petra Bible Church's finances for the years 2017 through present, including all subsidiary accounts, discretionary funds, and payments to domestic and international entities.
Disclosure of International Transactions
Full public disclosure of all wire transfers, donations received from, and payments made to entities outside the United States, including but not limited to transactions routed through Venezuela, Nicaragua, and any associated shell companies.
Investigation of Membership Practices
A formal review of the multi-tiered membership onboarding process, including the content and purpose of all materials distributed during Tier 3 and above, conducted by an independent party with expertise in institutional safeguarding.
Survivor Support Fund
The establishment of an independent, third-party-administered fund to provide counseling, legal support, and transitional assistance to individuals harmed by the practices documented in this investigation.
Public Accounting of the Trampoline Program
A complete, itemized accounting of the T.R.A.M.P. initiative, including the current location and condition of all forty-seven trampolines, the source and disposition of all associated Venezuelan currency, and the stated ministry purpose of each unit.
